Who they are?

A foreign worker is someone who comes to Canada specifically to work, but is still a citizen of another country. Every year, over 90,000 foreign workers enter Canada to work temporarily to help Canadian employers address labour and skill shortages. Citizenship and Immigration Canada (CIC) and Human Resources and Social Development Canada (HRSDC) ensure that these workers will support economic growth in Canada and create more opportunities for all Canadian job seekers.

In almost all cases, foreign workers must have a valid work permit to work in Canada. Some may also need visas, depending on their country of origin.

How to find Temporary Foreign Workers?

- Post your job opportunities to online databases such as NBJobs, CareerBeacon, Service Canada's Job Bank, Monster, Jobboom, and Workopolis. Foreign workers in your sector will find you!

- Contact the Labor Force Development Officer at your local Enterprise Agency . They sometimes receive resumes from individuals looking for work in Canada.

- Use the services of an employment agency with international connections or the service of an immigration consultant. Check the yellow pages for listings.

- Attend job fairs abroad. You may contact an Immigration Officer with the New Brunswick Provincial Nominee Program, for details on such opportunities.

How to Hire a Temporary Foreign Worker

- Select a candidate and prepare a written job offer. The job offer cannot exceed one year in duration but can be subject to extensions up to a three-year maximum. - Submit an HRSDC Foreign Worker Application for a Labor Market Opinion, to the Service Canada center responsible for your region.

- HRSDC / SC will provide a confirmation (or rejection) opinion for the LMO and a letter indicating the approved employment period for the foreign worker. This Labour Market Opinion (LMO) assesses what impact the worker would have on Canada's labour market or, in other words, how the offer of employment would affect Canadian jobs. Once a positive Labour Market Opinion is issued, provide a copy of the confirmation letter to the foreign worker.

- The foreign worker must then apply for a work permit and a visa from Citizenship and Immigration Canada (CIC). Individuals from some countries may not require a visa but will require a guaranteed job offer and confirmation letter. Please note that the foreign worker cannot work in Canada until a valid work permit is issued by Citizenship and Immigration Canada (CIC).

- Once in Canada, the foreign worker must apply for a Social Insurance number (SIN) from HRSDC in order to commence employment. NOTE: Individuals with SIN that starts with a number from 1 through 8 can be employed without a work permit. Those with a SIN starting with the number 9 must have a work permit to be eligible to work in Canada.

- If you are satisfied with the performance of the foreign worker, you may make an offer of permanent full time employment to the foreign worker, which will include a revised permanent employer/employee contract. At this time, the foreign worker may be eligible to apply to the New Brunswick Provincial Nominee Program for permanent resident status or through the federal process offered by Citizenship and Immigration Canada (CIC) .

Hiring a Seasonal Agricultural Foreign Worker

Employing agricultural foreign workers can help you as a producer meet your labour needs during peak agricultural periods.

The Seasonal Agricultural Worker Program (SAWP) allows the organized entry of foreign workers for agricultural labourer occupations in Canada. The SAWP was developed by HRSDC and CIC in cooperation with agricultural producers and a number of foreign countries including Mexico and several Commonwealth Caribbean countries.
